Why a single difficulty ranking misleads
The Gaokao is a family of province-specific examination arrangements, so a comparison needs to name the province and year. JEE also has more than one relevant exam: Main and Advanced differ in purpose and question design. Comparing one especially difficult question from one paper with an entire other exam does not tell a student which preparation is harder.
For an individual student, the demanding part is often the format they have practiced less. A student fluent in one curriculum may find unfamiliar notation, pacing, or response expectations more challenging than the underlying mathematics.
